2006 electricity distribution rate decisions

The Board initiated a process to establish approved rates for electricity distributors based on updated revenue requirements, with the intent that these new distribution rates would be effective on May 1, 2006. Since it was necessary for electricity distributors to file individual applications in mid-2005 for May 1, 2006 implementation, the Board commenced a policy development process to develop generic guidelines for the rate-setting methodology used in setting May 1, 2006 rates. The result of this policy process is the Distribution Rate Handbook which provides filing requirements for 2006 distribution rate applications.

The Board has made available the Comparator and Cohorts Study for 2006 EDR conducted by Christensen Associates Energy Consulting LLC in accordance with the Board's commitment in the Report of the Board and the 2006 Electricity Distribution Rate Handbook issued on May 11, 2005.

The Board reminds parties that its decision in RP-2004-0188 was to develop and use comparators and cohorts data exclusively as a screening tool and not as a mechanism for the direct setting of rates for 2006. Although an analysis may identify an average level of spending, it would be incorrect to draw the conclusion that any particular level represented, in itself, an efficient level of spending.

The Board has issued filing guidelines concerning the adjustment of electricity Retail Transmission Service (RTS) Rates. If a distributor’s existing RTS rates are generating a consistent over- or under-recovery of Transmission Costs, the distributor should address this issue as part of the 2006 EDR application process.

The Board has released a Word document containing the schedules documented in the 2006 Distribution Rate Handbook, to assist distributors in the preparation of their 2006 electricity distribution rate applications.
