On April 9, 2026, the Ontario Energy Board (OEB) granted a certificate of public convenience and necessity (certificate) to Clearbeach Resources Inc. (Clearbeach) authorizing it to construct a pipeline to supply natural gas to EZ Grow Farms Ltd., in the county of Norfolk. The certificate granted to Clearbeach covers the land known as Concession 7 - North Part of Lot 2 in the former Township of Walsingham, County of Norfolk, which is located within the service territory of EPCOR Natural Gas Limited Partnership (ENGLP).

ENGLP is requesting an order approving the transfer of the certificate from Clearbeach to ENGLP. ENGLP states that the transfer of the certificate will ensure that EZ Grow Farms Ltd. is afforded treatment consistent with ENGLP’s broader asset management practices, including maintenance, operation and oversight.
A letter from Clearbeach supporting the transfer of the certificate to  ENGLP is included in ENGLP’s application.

ENGLP submits that the transfer of the certificate from Clearbeach to ENGLP will not result in any harm to its other natural gas ratepayers.

Submit a letter of comment

You can submit a letter of comment that will be considered by the panel deciding the application. Unless the notice states otherwise, your letter of comment will be accepted until the record of the proceeding is closed (which usually occurs with the filing of the applicant’s final reply argument). However, you are encouraged to submit your letter as early in the process as you can. Depending on timing of receipt of letters of comment, the applicant will typically provide a respond to the issues raised in those letters. Your letter will be provided directly to the panel of Commissioners who will be deciding whether the application is approved. The panel will consider your comments in reaching their decision. The panel will only be able to consider comments which relate to issues which are within the authority of the OEB and relevant to the issues being considered by the panel.
