As outlined in the OEB’s Report on DSM issued December 22, 2014, the OEB will be taking a central role in the evaluation process of DSM program results. DSM programs will be evaluated on an annual basis, with results issued by the OEB to be used by the gas utilities when they file applications for recovery of amounts related to DSM activities.
As part of the OEB’s leadership role related to DSM evaluation, measurement & verification (EM&V), the OEB, through its third party Evaluation Contractor, will review annual gas utility DSM program results to verify the accuracy of the results and conduct any other DSM evaluation studies the OEB determines appropriate.
As part of the OEB’s August 21, 2015 letter, the OEB established an Evaluation Advisory Committee (EAC). The EAC is made up of representatives from the gas utilities, non-utility stakeholders, independent experts, staff from the Independent System Electricity Operator (IESO), and observers from the Environmental Commissioner of Ontario and Minister of Energy. The central role of the EAC is to provide input and advice to the OEB on evaluation related activities.
