The OEB has replaced its Conservation and Demand Management Guidelines with Non-Wires Solutions Guidelines and is further reviewing to identify and remove barriers for distributors.

2021-2024 CDM Term

On May 28, 2021, the OEB issued a letter establishing a new deferral account and providing supporting guidance for distributors partnering with the Independent Electricity System Operator in the Local Initiatives Program.

On August 5, 2021, the OEB issued an OEB staff discussion paper regarding updating the Conservation and Demand Management (CDM) Guidelines for Electricity Distributors, and a letter inviting comments from interested parties.

On December 20, 2021, the OEB issued the 2021 CDM Guidelines (details below).

2021 CDM Guidelines

On December 20, 2021, the OEB issued the 2021 CDM Guidelines, which provide updated OEB guidance on the role of conservation and demand management for rate-regulated electricity distributors, taking into account conservation programs administered by the Independent Electricity System Operator (IESO) under the provincial 2021-2024 CDM Framework and previous provincial CDM frameworks, and addressing the treatment of CDM activities in distribution rates. 

 

2015-2020 CDM Term

On June 20, 2019 the OEB issued a letter informing distributors that in light of the discontinuance of the Conservation First Framework, the OEB is in the process of updating guidance related to the supporting documentation required when making an application for approval of the Lost Revenue Adjustment Mechanism Variance Account (LRAMVA).

Subsequent to the OEB’s June 20, 2019 letter the addendum to the filing requirements for 2020 electricity distribution rate applications included updated guidance on what supporting information distributors should include in their applications for approval of amounts in the LRAMVA.
