When the Unit Sub-Metering code was originally introduced, the Board stated the intention that it should mirror requirements set out in other codes for licensed distributors, where applicable. In 2010, the Board issued a series of amendments to various codes, which introduced new consumer protection requirements for distributors, including provisions related to billing, disconnection and security deposits. These amendments also introduced a number of provisions specifically directed to provide relief to low-income consumers.
The Board proposed amendments that required unit sub-meter providers to introduce the same customer service practices that distributors provide.
