Details
In 2006 the Ontario Energy Board established a multi-year rate setting plan for rebasing rates for electricity distributors for the years 2008 to 2010. As part of this plan the Board would identify which electricity distributors were to be rebased for each of 2008, 2009 and 2010. The resulting rates would be the basis on which the subsequent multi-year incentive regulation mechanism will be applied.
The Board issued a Report that describes how the Board will map electricity distributors into groups for rebasing and the setting of rates for each year (Mar 12/07). Since then the Board has issued a series of letters dealing with the selection of distributors for each year. On January 29, 2009 the Board issued a letter extending the multi-year plan for an additional year to 2011.

The Board issued a letter to all licensed electricity distributors and all other interested parties providing preliminary lists of 16 electricity distributors to be the group to have their rates rebased for 2010 rates and 23 electricity distributors for 2011.

The Board issued a letter to all licensed electricity distributors and all participants in proceedings EB-2006-0088 and EB-2006-0089 proposing that 29 electricity distributors be the group to have their rates rebased for 2009 rates and 30 electricity distributors in 2010.

The Board published on its website, the self-nomination requests received from the electricity distributors, for consideration in establishing the Rebasing Schedule for 2008, 2009 and 2010. This is further to the Board's letter of April 4, 2007 wherein the Board proposed that 26 electricity distributors be the group to have their rates rebased for 2008.
