Carolyn Calwell
Carolyn Calwell has played a pivotal part the OEB’s transformation into a modern, top-quartile regulator and ensuring the OEB carries out its work with determination. She was appointed to her role in 2021, building on a career that spanned the private sector and the public service, and she excels in building communication and consensus between the two.
Having served in senior leadership roles in law and policy at Ontario’s Ministry of Energy, most recently as Assistant Deputy Minister, Ms. Calwell brings deep energy sector expertise to her role at the OEB. Prior to joining the public service, Ms. Calwell worked at a large law firm in Toronto. She earned an Honours Bachelor of Arts in geography and politics from Queen’s University and her Bachelor of Laws from Osgoode Hall Law School.
Ms. Calwell’s commitment to Diversity, Equity and Inclusion (DEI) is evidenced by her role supporting the creation of OEB’s DEI Council, designing the DEI Roadmap, implementing an Indigenous Land Acknowledgement and overseeing the signing of the Electricity Human Resources Leadership Accord. She is currently the OEB’s Executive Champion for Mental Health and ensures a purposeful approach to DEI at the OEB, with a view to demonstrating leadership in the sector.
Ms. Calwell is active in the energy sector at large within Ontario and Canada. She chairs the International Confederation of Energy Regulators’ Technology & Innovation working group and CAMPUT’s Regulatory Energy Transition Accelerator committee.
