Gas marketer licence

Section 48 of the Ontario Energy Board Act, 1998 provides that no person is permitted to carry on business as a gas marketer without a licence.

A gas marketer means a person who:

(a) sells or offers to sell gas to a low-volume consumer ;
(b) acts as agent or broker for a seller of gas to a low-volume consumer; or
(c) acts or offers to act as an agent or broker for a low –volume consumer in the purchase of gas.

A low-volume consumer means a person who uses less than 50,000 m3 of gas in a year.

For each licence application filed with the OEB, the applicant must submit a non-refundable application fee of:

  • $1000 for applicants applying for a new natural gas marketer licence;
    OR
  • $200 for applicants applying to renew their natural gas marketer licence and have paid their annual registration fee.

A licensee must pay an annual registration fee for every year of its licence. The annual registration fee for a natural gas marketer licence is $800.

Online Licence Application Form

The OEB has launched a new, online portal for filing licence applications, a key commitment in the OEB’s Digital First strategy. The portal is now open to file Gas Marketer licence applications online and use a new e-payment service. Note: as of July 19, 2022, PDF application forms will no longer be accepted.

Current licensees (July 19, 2022): An account has been created for your Primary Licence Contact to access the portal. The Primary Licence Contact will receive an email from OEB Webmaster asking for a password to be created. Please do this step right away to complete the registration.
