The OEB undertook a policy consultation aimed at ensuring the cost responsibility provisions for load customers in the OEB’s Transmission System Code (TSC) and Distribution System Code (DSC) are aligned and facilitate regional planning and the implementation of regional infrastructure plans.

The consultation considered the need for amendments to the TSC and the DSC to implement any policy changes related to cost responsibility.

This consultation built on changes to the TSC cost responsibility rules that were finalized in August 2013 to implement the OEB’s Renewed Regulatory Framework for Electricity (RRFE) policies related to regional infrastructure planning.  There is also a linkage to Hydro One's 2014 leave to construct application involving the Supply to Essex County Transmission Reinforcement (SECTR) project.

The OEB established a Working Group comprised of a broad set of stakeholders, including a number of consumer group representatives, to provide input to the OEB on issues that needed to be addressed in this consultation, and potential solutions, in advance of the issuance of proposed code amendments. On December 18, 2018, the OEB issued a Notice of Amendments to the Distribution System Code (DSC) and the Transmission System Code (TSC) to ensure the Cost Responsibility rules for load customers in the TSC and DSC are better aligned and facilitate the implementation of Regional Plans.

The OEB has posted stakeholder comments in relation to the Revised Proposed Code Amendments related to Regional Planning and Cost Responsibility that were issued on August 23, 2018.

September 6, 2018

On August 23, 2018, the OEB issued revised proposed amendments to the Transmission System Code (TSC) and the Distribution System Code (DSC), which are aimed at ensuring the cost responsibility provisions for load customers in the TSC and DSC are better aligned and facilitate the implementation of regional plans. The OEB has extended the period for comments by one week. The revised due date is September 20, 2018.

A letter has been issued by OEB staff inviting participants in this consultation to a Stakeholder Meeting to discuss comments on the Proposed Code Amendments on February 5, 2018.

The OEB issued proposed amendments to the Transmission System Code (TSC) and the Distribution System Code (DSC) which are aimed at ensuring the cost responsibility provisions for load customers in the TSC and DSC are better aligned and facilitate the implementation of regional plans. The OEB has extended the period for comments by two weeks. The revised due date is November 6, 2017.

June 24, 2016

The OEB issued a letter explaining the next stage in this consultation.  A working group has been established to provide input to OEB staff on issues that may need to be addressed through code revisions.

All working group meeting materials and meeting notes will be posted on this web page. All interested stakeholders will have an opportunity to participate fully in this consultation when proposed code amendments are issued for comment following the completion of the working group meetings.
