The OEB developed a five-point plan to redesign the Regulated Price Plan (RPP) to respond to policy objectives, improve system efficiency, and give consumers greater control. As part of this plan, the OEB undertook a comprehensive revamping of the RPP.
One of the major elements of the Roadmap was the implementation of pilots for new pricing mechanics and non-price mechanisms. The pilots implemented in 2018 – 2019 tested 10 alternative price plans and provided the OEB with the information necessary to design new tools for customers to manage their electricity usage and provide for increased system efficiency.
On November 10, 2021, the OEB released the RPP Pilot Meta-Analysis Final Report, which provides an analysis of the results of the four pilot projects, along with recommendations stemming from that analysis.
